The master’s degree in Public Territorial Management (MPT) aims to develop the knowledge and skills of future managers within local authorities, their institutions and public organizations and to prepare them to better respond to the evolving challenges of an increasingly complex environment.

The program is structured around a commitment to professionalizing both the teaching and the students. This professionalization is expressed on several levels:

  • a teaching team composed of academics and public sector managers
  • the introduction of apprenticeships from the first year, which promotes both the acquisition of knowledge at the university and the undertaking of managerial tasks within a public organization
  • for students in their first and second years in initial or continuing training: carrying out tutor-led projects with professional aims, commissioned and supervised by local authorities, a 2 months internship for M1 students and a 4 to 6 months internship forM2 students in a local authority, territorial public body or private company linked to local authorities (such as public service providers, advisors, planners, etc.)

The master’s degree MPT is ideal for people seeking to specialize in the management of public and territorial organizations. This training enables the acquisition of key skills in local government management, public project leadership, municipal finance and territorial governance, to address the challenges faced by administrations and public stakeholders.

Application requirements

The master’s degree Public Territorial Management (MPT) is one of the master’s degrees in the field of Public Management. Students can join this program in the first or second year.

The Master 1 is open to students who hold a three-year degree in management, economics, etc. (bachelor’s degree, BUT, business school or equivalent) validated by the completion of 180 ECTS credits.

The Master 2 is open to:

  • students who have completed the M1 in Public Territorial Management (MPT) from Montpellier Management (no application or interview required)
  • students who have completed a four-year degree in law, economics, management or other fields (master’s degree, business school, or equivalent) validated by obtaining 240 ECTS credits. Pre-selection is based on the application file, taking into account the applicant’s degrees and academic or professional background. The final selection is made after an interview.

Foreign students who are not members of the European Union and do not have a French degree must first submit an application to CAMPUS France. Applications will only be reviewed once this formality has been completed.

Duration and rythm

The master’s program lasts two years, from M1 to M2. Students can enter the master’s program in the first or second year.

Tuition fees

For students who do not receive scholarships, the registration fees are as follows:

  • Master’s degree: €254 for the 2025/2026 academic year (this fee includes diploma fees, tuition fees, and university library membership).

For students receiving scholarships who provide proof of conditional notification at the time of registration, no registration fees will be charged. The CROUS will pay the registration fees owed to the institution through the scholarships allocated to the student.

In addition, all students enrolled in initial training at a higher education institution must pay the Student and Campus Contribution (CVEC) before registering. This can be done online at cvec.etudiant.gouv.fr.

Student assessment is based on a system of partials and continuous assessment, combining individual and group projects, thus guaranteeing the progressive acquisition of the skills necessary to obtain a state diploma.
